Target Scope


Air conditioners, except the following:

1) ones with cooling capacity of over 50.4 kW,

2) ones of water-cooling type,

3) ones so structured as to have no motor for compression,

4) ones so structured as to use any energy other than electricity as a heat source for space heating,

5) ones so structured as to have temperature control function or dust control function intended for air conditioning to maintain machine or appliance performance or beverage or food hygiene,

6) ones so structured as to solely cool outside air and send it into indoors,

7) spot air conditioners,

8) ones designed for vehicles and other means of transport,

9) ones so structured as to have a duct at suction/exhaust outlet of a heat-exchanger of the outdoor unit,

10) ones so structured as to have a thermal storage tank dedicated for cooling (including a thermal storage tank for cooling-cum-heating),

11) ones designed for highly gas-tight/heat-insulating housing, and so structured as to send air to multiple rooms through a branched duct and operate interlocked with ventilation devices,

12) ones so structured as to have compressors, air blowers and other main components powered by electricity generated from a dedicated solar cell module,

13) ones having floor heating function or hot-water supply function,

14) among separate type air conditioners so structured as to connect two or more indoor units to one outdoor unit, ones using heat absorbed by space cooling for space heating,

15) ones dedicated to space cooling use,

16) ones structured for installation in the window frame,

17) ones structured for installation penetrating a wall, or

18) among air conditioners with cooling capacity of over 28 kW, ones other than those of separate type structured to connect two or more indoor units to one outdoor unit (applicable only to ones each of whose indoor units is separately controlled).

 

Energy Consumption Efficiency

●Categories & Target Standard Values (1) and (2)
Energy consumption efficiency shall be the annual performance factor (APF), which is a numerical value calculated by the method under JIS C 9612 (2005) for products for residential use.

●Categories & Target Standard Values (3)
Energy consumption efficiency shall be the annual performance factor (APF), which is a numerical value calculated by the method under JIS C 9612 (2013) for products for residential use.

●Categories & Target Standard Values (4)
Energy consumption efficiency shall be the annual performance factor (APF), which is a numerical value calculated by the method under JIS B8616 (2006) for business use.

(1) Air conditioners whose target fiscal year is FY2010 and each subsequent fiscal year (until FY2026)

●Non-ducted and wall-hung type air conditioners with a cooling capacity of 4.0kW or less (except multi-type air conditioners operating indoor units individually)
In the target fiscal year and each subsequent fiscal year, for each category, the weighted harmonic average value obtained by weighting annual performance factor (APF) with shipment volume shall not be below the target standard value.

Remarks: “Dimension Type of Indoor Unit” means that air conditioner models whose indoor unit has horizontal width of 800 mm or less and height of 295 mm or less shall be defined as a dimension-defined type. Air conditioners other than those of dimension-defined type shall be free-dimension type.

(2) Air conditioners whose target fiscal year is FY2012 and each subsequent fiscal year (until FY2028) (for air conditioners falling into Category E to G, target fiscal year is FY2010 and each subsequent fiscal year (until FY2026))

●In the target fiscal year and each subsequent fiscal year, for each category, the weighted harmonic average value obtained by weighting the annual performance factor (APF) with shipment volume shall not be below the target standard value which is a weighted harmonic average value obtained by weighting standard energy consumption efficiency*1 with shipment volume.

*1: Values obtained from the standard energy consumption efficiency calculation formulas and rounded to one decimal place.

  2. "Cold regions" refers to regional categories 1 through 4 stipulated in Appended Table 10 of
    Matters Related to the Calculation Method in the Ministerial Ordinance Stipulating Building Energy Efficiency Standards.
  3. Models with specifications for cold regions is intended for use in cold regions and must meet the following three criteria:
    1) Be designed and manufactured to prevent failure due to snowfall or low temperatures
    2) Demonstrate heating capacity above the rated values for heating in extremely low temperatures (-7°C) specified in JIS B 8615-1:2013
    3) Meet the performance requirements specified in JIS B 8615-1:2013 6.3.5 at the minimum open-air temperatures (below -15°C) in the regions listed in the breakdown table in JIS C 9612:2013
  4. E and A represent the following values, respectively.
    E: Standard energy consumption efficiency (unit: APF)
    A: Cooling capacity (unit: kilowatts)

【Judgment criteria exceptions】

For manufacturers, etc. , if a category falls below its energy efficiency standard but the weighted harmonic mean of each model's energy efficiency (APF) and the number of models shipped (mean APF by company) does not fall below the weighted harmonic mean of the energy efficiency standard and that same number (standard energy efficiency by company),the categories that did not fall below that value will be deemed as achieving the standard.
However, target fiscal year vary by category: In FY2027 and FY2028 will calculate only categories I through IV.

(4) Air conditioners whose target fiscal year is FY2015 and each subsequent fiscal year

In the target fiscal year and each subsequent fiscal year, for each category, the weighted harmonic average value obtained by weighting annual performance factor (APF) with shipment volume shall not be below the target standard value which is a weighted harmonic average value obtained by weighting standard energy consumption efficiency*2 with shipment volume.

*2: Values obtained from the standard energy consumption efficiency calculation formulas and truncated to 1 decimal place.

Energy Efficiency Improvement


●For home-use air conditioners subject to Categories & Target Standard Values (1), energy consumption efficiency was improved by about 16.3% compared with the FY2005 level in the target fiscal year (FY2010).

●For home-use air conditioners subject to Categories & Target Standard Values (2), energy consumption efficiency of those falling into Category E to G was improved by about 15.6% compared with the FY2006 level in the target fiscal year (FY2010), and energy consumption efficiency of those falling into Category H to M was improved by about 15.9% compared with the FY2006 level in the target fiscal year (FY2012).

●For home-use air conditioners subject to Categories & Target Standard Values (3), energy consumption efficiency of those falling into Category Ⅰ to Ⅳ is expected to be improved by about 13.7% compared with the FY2016 level in the target fiscal year (FY2027), and energy consumption efficiency of those falling into Category Ⅴ to Ⅹ is expected to be improved by about 0.4% compared with the FY2016 level in the target fiscal year (FY2029).

●For business-use air conditioners, energy consumption efficiency is expected to be improved by about 18.2% compared with the FY2006 level in the target fiscal year (FY2015).

Requirement for Recommendations and Orders


Manufacturers or importers whose annual manufacturing volume or importing volume (limited to shipment to the domestic market) is 500 units or more may be subject to recommendations and orders.
