Computers

 

Target Scope


Server-type computers and client-type computers, except the following:

1) ones whose processing units, main memory units, input/output controllers and power supplies are structurally multiplexed,

2) ones capable of performing computations using more than four central processing units (CPUs),

3) ones with 512 or more input/output signal transmission channels (limited to those whose maximum data transfer rate is 10 gigabit or more per second),

4) server-type computers, which refer to computers designed for providing services, etc. via network (the same applies hereinafter.), having CPUs designed to execute multiple commands of various numbers of bits, and the CPUs of which are designed for exclusive use by the computers,

5) server-type computers having CPUs designed to execute multiple commands of various numbers of bits, and the CPUs of which are designed exclusively for 64-bit computer architecture,

6) server-type computers having CPUs other than those designed to execute multiple commands of various numbers of bits, and the CPUs of which are without a function of performing a decimal floating-point arithmetic, or

7) ones mainly used with built-in power supply instead of being connected to power line.

 

Energy Consumption Efficiency

[Server-type computers]

●Energy consumption efficiency shall be a geometric average of values obtained by dividing, by power consumption, performance values measured for each component of a server-type computer (CPU, memory and storage) using workloads (worklets) as stipulated in Server Efficiency Rating Tool Ver. 2.0.

[Client-type computers]

●Energy consumption efficiency shall be annual energy consumption (kWh/year) measured by a method stipulated in JIS C 62623 (2014).

 

Categories & Target Standard Values

[Server-type computers]

In the target fiscal year and each subsequent fiscal year, for each category, the weighted average value obtained by weighting energy consumption efficiency with shipment volume shall not be below the target standard value.

Remarks:
  1. “x86” refers to CPUs designed to execute multiple commands of various numbers of bits, not designed exclusively for each computer, but having a 64-bit architecture compatible with a 32-bit architecture.
  2. “SPARC” refers to CPUs other than those designed to execute multiple commands of various number of bits, which has a function to perform a decimal floating-point arithmetic and a register control function. The register control function refers to a function of saving the content of a register in a CPU and restoring it, allowing the content that is being used in a main program to be used in a subroutine program without saving and restoring in a memory.
  3. “Power” refers to CPUs other than those designed to execute multiple commands of various number of bits, which has a function to perform a decimal floating-point arithmetic but not the register control function.

[Client-type computers]

In the target fiscal year and each subsequent fiscal year, for each category, the weighted average value obtained by weighting energy consumption efficiency with shipment volume shall not be above the target standard value which is a weighted average value obtained by weighting standard energy consumption efficiency*1 with shipment volume.

*1: Values obtained from the standard energy consumption efficiency calculation formulas and rounded off to one decimal place.

Remarks:
  1. “Integrated desktop personal computer” refers to a desktop computer whose main body and display function as a single machine receiving AC power via an AC power cable.
  2. “Separated desktop personal computer” refers to a desktop computer composed of a computer main body having no display and an external display.
  3. “P score” refers to a value obtained by multiplying the number of CPU cores by the CPU clock frequency (unit: GHz).
  4. “Screen size” refers to a value obtained by dividing the diagonal outer dimension of the display area, expressed in centimeter, by 2.54. The value shall be rounded off to one decimal place.
  5. “Cabinet capacity” refers to a capacity of a cabinet housing hardware components of a computer, expressed in liter.
  6. “E” represents the following value.
     E: Standard energy consumption efficiency (unit: kWh/year)
  7. “TECMEMORY” shall be a value calculated by the following formula.
     TECMEMORY=MMAX×αM
     MMAX: Maximum memory capacity excluding cache memory (unit: gigabyte).
     αM: A value given in the right column of the table below corresponding to the category in the left column.

  8. “TECINT_DISPLAY” shall be a value calculated by the formula given in the right column of the table below corresponding to the category in the left column.

  9. TECSTORAGE shall be a value given in the right column of the table below corresponding to the category in the left column. If a computer has neither 2.5-inch magnetic disk unit nor 3.5-inch magnetic disk drive, the value shall be 0.

  10. TECGRAPHIC shall be a value calculated by the formula given in the right column of the table below corresponding to the category in the left column. If a computer has no stand-alone GPU, the value shall be 0.

  11. TECPOWER shall be a value calculated by the following formula.
     TECPOWER=PAC×0.0543
     PAC: Rated input of internal power supply unit (unit: watt)

Display Location


Display items shall be presented at locations where they can be readily noticed in catalogs showing performance indications and in documents provided by the manufacturer, etc. for promotion of sales.

 

Requirement for Recommendations and Orders


Manufacturers or importers whose annual manufacturing volume or importing volume (limited to shipment to the domestic market) is 200 units or more may be subject to recommendations and orders.
