TV Sets

 

Target Scope


Television sets that run on alternating current, except the following:

1) Television sets for industrial use,

2) Cathode ray tube Television sets (CRT TV sets),

3) Television sets which cannot receive domestic core broadcasts by television broadcasting,

4) Television sets of devices that display images and are not a direct-view type,

5) Plasma Television sets,

6) Television sets with a 10 type, 10 V type or smaller receiver,

7) Wireless television sets, or

8) Computer display units with a TV broadcast receiving function.

 

Energy Consumption Efficiency


Energy consumption efficiency shall be annual energy consumption (kWh/year).

 

Categories & Target Standard Values

①FY2012 and each subsequent fiscal year(until FY2025)


For each category, the weighted average value obtained by weighting energy consumption efficiency by shipment volume must not exceed the values obtained as a weighted average value obtained by weighting the target standard value*1 based on shipment volume.

*1: Values obtained from the standard energy consumption calculation formulas and rounded to the nearest integers. The same applies hereinafter.

Remarks:
  1. “FHD” refers to televisions with 1080 or more pixels in the vertical direction and 1920 or more in the horizontal direction.
  2. “Television receiver size” refers to the centimeter- denominated quotient, rounded to one decimal point, of division of the diagonal dimension of the driven display area of the display screen by 2.54.
  3. “Dynamic image display” refers to any one of the following.
    Liquid crystal normal: A television that uses a liquid crystal panel to display 60 or more but less than 120 still frames per second.
    Liquid crystal double speed: A television that uses a liquid crystal panel to display 120 or more but less than 240 still frames per second.
    Liquid crystal quadruple speed: A television that uses a liquid crystal panel to display 240 or more still frames per second.
  4. “Additional function(s)” refers to DVD (solely those with a video recording function), HDD, double digital tuner and blue ray disk recorder functions.
  5. E and S represent the following values, respectively
    E: Standard energy consumption efficiency (unit: kWh/year)
    S: Television receiver size

②FY2026 and each subsequent fiscal year

For each category, the weighted average value obtained by weighting energy consumption efficiency by shipment volume must not be above the values obtained as a weighted average value obtained by weighting the target standard value based on shipment volume.

Remarks:
  1. “2K” refers to ones televisions with 1080 or more pixels in the vertical direction and 1920 or more in the horizontal direction. The same applies hereinafter.

Judgment criteria exceptions

① If manufacturers, etc. cannot achieve the energy efficiency standards for their television sets in a certain category and if the weighted average of the value that results from deducting the estimated annual electricity consumption for each added function shown in the table below from the annual electricity consumption of the target television sets (based on the number of shipped television sets in the category) does not exceed the weighted average of the energy efficiency standards based on the number of shipped television sets in the category, the television sets are deemed to be not exceeding the energy efficiency standards.

Remarks: “double-speed video playback” refers to televisions that display 120 or more still frames per second.

② In the 2026 target standard, if there is a category that exceeds the target standard value, and if televisions with 8K capability (“8K” refers to televisions with 4320 or more pixels in the vertical direction and 7680 or more in the horizontal direction. The same applies hereinafter.) are shipped in that category and the additional functions listed in the left column of the table in ① above are not present, and if the weighted average value of the energy consumption efficiency (excluding 8K) based on the number of units shipped (excluding 8K) does not exceed the weighted average value of the target reference value (excluding 8K) based on the number of units shipped (excluding 8K), it can be regarded as a category that does not exceed the target reference value.

③ In the 2026 target standard, if there is a category that exceeds the target standard value, and if televisions with 8K capability are shipped in that category, (except for 8K televisions from that category), and the additional functions listed in the left column of the table in ① above are available, and if the value obtained by subtracting the values listed in the right column of the above ① table from the weighted average energy consumption efficiency (excluding 8K) value based on the number of units shipped (excluding 8K) in that category does not exceed the value obtained by the weighted average target reference value (excluding 8K) based on the number of units shipped (excluding 8K), it can be regarded as a category that does not exceed the target reference value.

Energy Efficiency Improvement

Energy consumption efficiency was improved by about 32.4% in the target fiscal year (FY2026) compared with the 2018.

Display Location


Display items must be affixed or printed at locations that are readily visible to consumers. However, use precautions must be affixed or printed on product bodies or in instruction manuals.

Requirement for Recommendations and Orders


Manufacturers or importers whose annual manufacturing volume or importing volume (limited to shipment to the domestic market) is 10,000 units or more may be subject to recommendations and orders.
