Terms of Use
The Agency for Natural Resources and Energy (ANRE) provides information about its activities (hereinafter referred to as the “Service”) on its website (hereinafter referred to as the “Website”). Users of the Website are required to conform to the terms of use as described below (hereinafter referred to as “Terms of Use”) when using the content contained in the Website. Use of the Service constitutes agreement by the user to abide by the Terms of Use. Since the contents of the Terms of Use are subject to change without prior notice, users are requested to check this page regularly for the latest version when using the Service.
Using the content of the Website
Unless otherwise specified, the copyrights to the Information made available on the Website (hereinafter referred to as “Content”) belong to METI, but the Content may be used under the Terms of Use provided that users comply with the Public Data License (Version 1.0; PDL 1.0).
Regarding any discrepancies between the information shown in PDL 1.0 and the examples of source citations unique to the Website, or any Content on the Website to which these Terms of Use do not apply, please refer to the Important Note on Public Data License (Version 1.0).
Important matters about PDL 1.0
1.1. Source citation
- The user must cite the source when using Content. Sources should be cited in the following manner:

- If you edit the Content for use, you must include a statement indicating such in addition to the abovementioned source citation. Making public or using edited information in a format that may be misconstrued as having been created by the Government of Japan (or its ministries and/or agencies) is prohibited.

1.2. No infringement of third party rights
- In some cases, a third party (refers to a party other than the state; hereinafter referred to as a “Third Party”) may hold copyrights or other rights to a part of the Content. For Content where a Third Party holds copyrights or other rights (e.g. portrait rights in a photograph, publicity rights etc.), it is the responsibility of the user to obtain consent for use from the Third Party unless it is explicitly indicated that the rights have already been made available.
- If a Third Party holds rights to a part of the Content, said fact may be directly or indirectly stated or indicated through source citations, but in some cases the part of the Content to which the Third Party holds the rights may be unclear or may not be explicitly stated. It is the responsibility of the user to confirm the rights pertaining to the Content prior to its use.
Example of an indication of Third Party rights:
Indications such as “Source: XX” and “Picture provided by: XX” used in The Energy White Paper, materials for Councils and Committees (ex. Advisory Committee for Natural Resources and Energy), and other papers explaining policies - The user must comply with the terms and conditions of the source provider for Content obtained through API (Application Programming Interface) links to external databases etc.
(Example of Content obtained through API links to external databases: YouTube (metichannel)) - Even if a Third Party holds copyrights to the Content, some use of the Content, such as quotations, may be allowed without the consent of the copyright holder, under the Copyright Act of Japan.
1.4. Content to which the Terms of Use do not apply
The following content is exempted from the Terms of Use
- Utilization of symbols, logos, and character designs
To ensure uniform information dissemination and the preservation of ANRE’s image and to prevent representations that may create the false impression that ANRE is a commercial entity, ANRE specifies the following rules with respect to the utilization of its symbols, logos, and character designs (hereinafter referred to as “Symbols”).1) In principle, Third Parties other than ANRE and ANRE’s officers are not allowed to use ANRE’s Symbols. In the following cases (below), Third Parties are permitted to use the Symbols. Third Parties who wish to use the Symbols are requested to consult with the division in charge of each relevant project in advance.
- i. Cases where Third Parties manufacture goods marked with the Symbols upon ANRE’s request
- ii. Cases where Third Parties prepare materials or produce goods in connection to conducting projects commissioned by ANRE and use the Symbols to indicate such commissioning
- iii. Cases where Third Parties prepare materials or produce goods in relation to holding events co-organized by ANRE or events in which ANRE is a participant, and when conducting projects or holding events for which ANRE provides support, financial assistance, or cooperation, and use the Symbols to indicate such co-organization or the like (limited to materials and goods that are not primarily sold for profit)
- iv. Cases where Third Parties reprint materials that are published by ANRE and include the Symbols
- v. Cases where Third Parties create links to ANRE’s website using the Symbols as link icons
- vi. Cases where business operators with contracts for the procurement of services or other contracts with ANRE display the Symbols within customer or supporter lists or diagrams including symbols of private companies on the websites of such business operators
- Utilization of video files through external databases (YouTube)

- In principle, users are free to create links to information on the Website (The same shall apply not only to the top page but also to individual webpages.) However, this does not apply to information contained on the website where restrictions concerning links are denoted.
- Users must indicate clearly that the link(s) they create are to the “Official Website of the Agency for Natural Resources and Energy.” (This does not require prior notification to the Agency.)
- When a link is created, users are requested to ensure that any link to the Website does not open as a window within another website.
- The banner image that is to be used when the ANRE symbol mark is used for creating a link to the Website (See Appendix 3 on the METI website as well
) is available as shown below. The banner image may not be used for any purpose other than linking to the Website.
Privacy Policy
Any personal information that users provide in using the Service, including users’ name and email addresses, will be handled properly in a manner consistent with the Privacy Policy stipulated separately.
